For the second time, this case is before this Court on appeal. The first decision, reported at 377 N.W.2d 414, reversed and remanded the case to the trial court. In so doing, this Court determined that the trial court had employed an improper standard of review when it reversed an administrative decision of the Indiana Education Employment Relations Board (IEERB). That opinion also found that the IEERB decision was supported by substantial evidence and should not be set aside for any of the reasons enunciated in the Administrative Adjudication Act, IC 1971, 4-22-1-8 (Burns Code Ed.). Thus, a review at this point must determine whether or not the trial court properly complied with the previous opinion of this Court.
